• Independent Monitor’s Final Report

On September 8, 2025, the Independent Monitor filed the Final Report regarding the progress of the City of Newark and the Newark Police Division in implementing the reforms required by the Consent Decree. The Independent Monitor’s Final Report along with exhibits can be downloaded here.

  • Independent Monitor’s Reports

Each quarter, the Monitoring Team publishes a report that summarizes the Monitoring Team’s activities during that period, provides detailed status updates on the City and NPD’s progress, describes the tasks and audits that will be addressed in the upcoming quarter, makes recommendations to the City and NPD regarding necessary steps to achieve compliance, and identifies obstacles that may inhibit compliance. The Monitoring Team is also required, pursuant to Paragraph 182, to draft a comprehensive reassessment of the City’s and NPD’s progress under the Consent Decree. That report is included here as well.

Monitoring Plans provide the Parties with the priorities for implementing the Consent Decree. These priorities reflect those set forth in the Consent Decree itself, and are informed by the Independent Monitor’s meetings with community groups, NPD officers and command staff, City representatives, and the DOJ.

  • Community Survey Results

The Consent Decree requires the Independent Monitor to conduct an annual survey to assess Newark community members’ experiences with and perceptions of the NPD and public safety, good and bad.

From December 2016 – February 2017, on behalf of the Independent Monitor, the Eagleton Center for Public Interest Polling (ECPIP), conducted a survey of a representative sample of Newark residents. The results of this survey are published in the Second Quarterly Report.

From February 2017 – May 2017, the Monitoring Team administered community surveys throughout Newark to residents who wished to participate in the survey. The results of this survey are also published in the Second Quarterly Report.

From August – December 2018, on behalf of the Independent Monitor, the Suffolk University Political Research Center conducted a second survey of a representative sample of Newark residents. The results of this survey, along with the results of the Monitoring Team’s second community survey, will be published in upcoming reports.
